How to compare regulations with Search+

  1. Upload every text you want to compare

    Add each regulation, or each version of the same regulation, as its own PDF in one workspace. Give the files names that show the issuer and date, so a citation makes it obvious whether a passage comes from the proposed rule, the final rule or a later amendment.

  2. Name the comparison criteria in Workspace Context

    Write the points you care about once, for example "Compare scope, key definitions, reporting duties, compliance dates and penalties; always say which document each point comes from". Search+ then applies those criteria to every question in this workspace.

  3. Ask about one criterion per question

    Ask how the two texts define a covered entity, then ask separately about deadlines, then about sanctions. Narrow questions give answers you can verify against the cited excerpt from each document.

Scope and thresholds

Two rules on the same subject can cover different organizations because of size, activity or location thresholds. Compare scope first, since every other difference only matters if both rules reach you.

Definitions that look alike

The same term may be defined differently in each text, which can change what an obligation covers. Ask for both definitions side by side, with a citation to each.

Effective and compliance dates

A final rule may allow more time than the proposal did, or phase duties in by group. Compare the dates for each obligation, not only the date the rule takes effect.

Recordkeeping and reporting duties

Changes to what must be recorded or reported are easy to miss when section numbers stay the same. Ask about these duties by name in each document.

Sanctions and enforcement

Compare what each text says about penalties and enforcement procedure, and note where one text relies on a separate law for its sanctions.

What is a regulation comparison in Search+?

A regulation comparison in Search+ is a chat answer that sets out how two or more regulatory texts in your workspace differ on the point you ask about, with inline citations to the passage in each document that supports every difference.

It is not a redline of the rule. Search+ does not mark up one regulation against another or produce a tracked-changes copy; it answers your questions in prose, and you open the citations to read the changed wording.

Questions about comparing regulations

Can I compare a proposed rule with the final rule?
Yes. Upload both and ask what changed on a specific topic, such as scope or reporting. The answer cites the proposed and final text separately so you can read each version of the provision. Some regulators publish an explanatory statement with a final rule that discusses the changes; add it to the workspace when one exists.
Will Search+ list every difference between two versions on its own?
No, and one broad question is the wrong tool for that. Ask about each area you care about in turn; narrow comparison questions give answers that are easier to check against the cited text, and a section-by-section pass covers more ground than a single request.
Can I compare regulations from different regulators?
Yes. Put each regulation in the same workspace, whether you downloaded it as a PDF or keep it as a Word document. Ask how each one treats a specific duty, and keep in mind that similar wording can carry a different legal effect in a different system, so read each cited provision in its own context.
How do I keep track of which version a passage came from?
Name each file with its issuer and date before you upload it. Citations point to the source document, so a clear file name tells you at a glance whether a quote comes from the earlier or the later text.
Can I return to a regulation comparison when a new amendment appears?

Does a comparison tell me what I must change to stay compliant?

Can the answer get a difference wrong?
That can happen. AI answers can miss a change or describe one inaccurately, especially when the wording shifts only slightly. Open both cited excerpts and compare them yourself before you rely on a difference.
