How to read a regulation with Search+

  1. Upload the rule with its amendments and official guidance

    Add the regulation PDF along with any amending rules, the explanatory statement published with it and guidance the regulator has issued. Name the guidance files clearly: guidance explains how a regulator reads its rule, but it is usually not the rule itself, and you will want to know which document an answer came from.

  2. Describe your position in Workspace Context

    Write standing instructions such as "We are a small manufacturer that sells to consumers; read every question from that position and say when an exemption might be relevant". Search+ applies that context to each question you ask in the workspace.

  3. Ask about one obligation at a time and open the citations

    Ask who is covered, what they must do, by when and what follows if they do not, as separate questions. Each answer carries inline citations; open them to read the supporting excerpt, with the section reference when the regulation provides one.

What reading a regulation needs

Definitions drive everything

Regulations usually open with a definitions section, and a defined term can be much narrower or broader than its everyday meaning. Ask how each key term is defined before you ask what an obligation requires.

Mandatory and permissive language

Words such as "shall" and "must" usually impose a duty, while "may" usually grants a permission or a discretion. Read the cited wording to see which kind of sentence an answer rests on.

Cross-references to other provisions

A requirement often points to another section, an appendix or a separate statute for its details. Follow each reference with its own question so the connected text is cited as well.

Versions and amendments

Regulations are amended over time, and an older copy can describe duties that have since changed. Check the date of the version you uploaded and add later amending text to the same workspace.

Official copies and older scans

Search+ accepts the PDF the issuing body publishes as well as a Word copy of the rule your team keeps. Rules that survive only as scans are read with OCR, so treat them like any other source and confirm the cited wording.

Citations you can open

What is a regulation?

A regulation is a binding rule issued by a government agency or another authorized body under powers given to it by legislation. It turns broad statutory goals into specific requirements, definitions and procedures that the people and organizations it covers must follow.

A statute is passed by a legislature, while a regulation is made under the authority a statute grants. Guidance, FAQs and policy statements from a regulator explain how it reads its rules, but they are usually not binding in the same way.

Questions about reading regulations

Can Search+ tell me which parts of a regulation apply to my organization?
